Slopes, Seed and County Deadlines in El Dorado Hills
Hydroseeding in El Dorado Hills is mostly slope work. The community sits in the foothills at around 700 feet, with Folsom Lake and the South Fork of the American River on its northern edge, and it began in the early 1960s as a master-planned development of residential villages. Later villages like Fairchild, Highland Hills and Woodridge, and the Serrano community, put many homes on graded hillsides.
The October 15 rule
El Dorado County's grading rules are clear about timing: grading finished between May 1 and October 15 must be stabilized no later than October 15, and areas disturbed at other times must be planted within 15 days after work is done. If rough grading runs into winter, temporary erosion control has to be in place before that October deadline. For El Dorado Hills projects, we schedule hydroseed and blankets around that date.
When a plan is required
The county asks for an erosion and sediment control plan when a non-agricultural graded area exceeds 10,000 square feet, when grading is within 20 feet of a watercourse, or when grading is in the 100-year floodplain. Cut and fill slopes steeper than 2:1 are not allowed. Single-family work can be exempt from a grading permit if it stays under 250 cubic yards, cuts under 5 feet and fills under 3 feet.
Matching the cover to the slope
The county's BMP brochure calls for erosion control blankets on disturbed slopes of 3:1 or steeper, straw wattles on contours of slopes 3:1 or flatter, and track-walking up and down slopes rather than across them. We follow the same logic: hydromulch or wattles on gentler grades, BFM or blankets on the steep ones, and silt fence keyed into a trench below work near water.
More rain than the valley
El Dorado Hills averages about 26.5 inches of rain a year, and July averages essentially none. That means a hard winter on bare slopes and a dry summer for young grass. Fall hydroseeding on slopes lets the rain do the watering, while lawns near the house can be seeded spring or fall with irrigation.

El Dorado Hills Questions
I graded my lot in August. When does it need to be stabilized?
Under El Dorado County rules, grading finished between May 1 and October 15 must be stabilized by October 15. We can schedule hydroseed or blankets before then.
Does my backyard regrade need a county permit?
Single-family work can be exempt if it stays under 250 cubic yards, cuts under 5 feet, fills under 3 feet and under 10,000 square feet of disturbance, among other conditions. Bigger jobs need a permit.
What goes on a steep slope behind the house?
On slopes 3:1 or steeper, seed under a blanket or a coat of bonded fiber matrix rather than plain hydromulch. The county brochure calls for blankets on those slopes.
Can you install silt fence near a creek?
Yes. We trench and key it in along the contour below the work so runoff is filtered before it reaches the water.
Is fall the best time to seed slopes here?
Usually. With about 26.5 inches of rain a year falling mostly in winter, fall seeding lets the rain water the slope.
