Seeding Folsom's Hills and New Ground
Hydroseeding in Folsom covers two very different jobs: established foothill lots with real slopes, and the large new neighborhoods south of Highway 50. Folsom sits in the Sierra Nevada foothills at about 220 feet, and Carpenter Hill inside the city is the highest point in Sacramento County at 831 feet. Folsom Lake and Lake Natoma together make up a good share of the city's 30 square miles.
Folsom Ranch and the Plan Area
The Folsom Plan Area covers 3,250 acres south of Highway 50 and allows about 11,000 homes for roughly 25,000 new residents. That is years of mass grading, slopes, detention basins and road shoulders. On sites like that, we do commercial hydroseeding on cut and fill slopes, temporary seeding on pads that will sit, and final lawns once homes close.
State and city permits on construction sites
The city says most projects that involve grading or excavation need a grading permit under Folsom Municipal Code 14.29, and projects disturbing one acre or more need coverage under the state's General Construction Stormwater Permit and a SWPPP kept on site. The state permit calls for inspections of BMPs before, during and after storms. Hydroseed and erosion control blankets are how many of those disturbed areas get to final stabilization.
More rain than Sacramento
Folsom's yearly precipitation averages about 25.8 inches, several inches above the downtown Sacramento total, and June through August are nearly dry. More winter rain on sloped ground means more runoff, so on foothill lots we size the erosion control to the slope: hydromulch on gentle grades, bonded fiber matrix on steeper banks, and blankets in swales where water concentrates.
Trails and open space edges
Folsom has more than fifty miles of trails, including the Humbug-Willow Creek Trail and the Lake Natoma Trail, and the American River Bike Trail runs along Lake Natoma. Lots that back onto open space or a trail corridor often have a graded edge that needs native or low-water seed rather than turf, so the slope holds without being mowed.

What Makes Folsom Ground Different
- Highest point in the county. Carpenter Hill in Folsom is the highest point in Sacramento County at 831 feet.
- Plan Area growth. The Folsom Plan Area covers 3,250 acres south of Highway 50 and allows construction of 11,000 homes.
- Rainfall. Folsom averages 25.80 inches of precipitation a year, with June through August the driest months.
- State permit trigger. The city says projects disturbing one acre or more need state General Construction Stormwater Permit coverage and an on-site SWPPP.

Folsom Questions
Do you hydroseed slopes in the Folsom Plan Area?
Yes. Cut and fill slopes, basins and road shoulders on new development are a standard use for hydroseed and bonded fiber matrix.
When does a Folsom project need a SWPPP?
According to the city, once a project disturbs one acre or more it needs coverage under the state construction stormwater permit, and that permit requires a SWPPP kept on site.
My lot backs onto open space. Should the slope be lawn?
Often not. A native or low-water mix holds a slope edge without mowing or much irrigation. We can seed lawn on the flat part and a different mix on the bank.
Does Folsom's extra rain change the seeding plan?
It raises the stakes on slopes. With about 25.8 inches a year, we use heavier mulch or blankets on steeper ground so the first storms do not strip the seed.
